BUSINESS OF THE BOARD OF DIRECTORS

Treasurer’s Report – Jeanne reported that despite slightly higher charges for water and postage, budget expenditures remain within expected ranges.

Action Items- Trash Removal Contract: The contract for trash removal was awarded to Waste Management on a motion by Steve and seconded by Frank. The vote was 3 for approval and 1 against.

Landscape Maintenance: The Board awarded a three year contract for landscape maintenance to GoreCon Inc. The motion to award the contract was made by Cheryl and seconded by Jeanne and passed unanimously.

Old Business- Helm Fencing: Helm Fencing returned to repair the concrete base of the trash area access gate. Steve raised the possibility of sealing the concrete to prevent damage from road salt and other factors. Barbara stated that she would contact Worthington Concrete about sealing products and prices.

Snow Removal Contract: GoreCon returned the fully executed contract for snow removal for the 2011 season.

Year End Audit: Barbara reported that the Association’s auditor has married and changed the name of her business to Lorraine J. Grassi, CPA, P.C.

69 Colonial Drive: Barbara reported that Management had received a check from the homeowner’s insurance company reimbursing the Association for repairing the lamp post they had damaged.

Architectural Requests- Vehicle violation: the car in violation is now in compliance. The Board decided to withdraw the fine and send a letter warning the homeowner against repeating the violation.

#142, C. Nagel, for new windows: Approved.

#114, M. Powell & R. Hamelers, for new fence: approved pending approval from Franconia Township.

Legal – Doug reported that he would review the fencing regulations and forward his findings via e-mail.

New Business – Baby Pool repairs: Jeanne reported that costs to repair, re-plaster, and retile the baby pool would be about $11,000.00. The Board decided to wait until the entire pool area is inspected in the spring so that all repairs could be completed under one contract. Cheryl asked if there would be a letter sent to the residents concerning the new single stream recycling system. Barbara responded that it was possible to also include a brochure from Waste Management explaining the system. The Board directed Barbara to start the process.

Treasurer’s Report – Jeanne reported that expenses were well within budget targets.

Action Items- Snow removal: Steve signed the snow removal contract that was reached with Gore-Con Inc.

Pool maintenance: Jeanne reported the results of the test of the baby pool. The test showed a possible break in the return line. Repairs are estimated to be $2,300.00. The Board decided to approve the repairs in the spring along with other necessary maintenance items.

Tree removal: The Board approved a motion by Jeanne and seconded by Cheryl to accept a proposal from Landis Tree Service to remove and prune trees in the community.

Trash removal: The contract for trash removal with Republic was terminated. The Board examined proposals from Waste Management, and G & C Inc.

Old Business- Sealcoating/Line Striping: the project was completed despite uncooperative weather that delayed work.

Pool: The pool was closed for the season on September 7, 2010. All pumps, lines, bathrooms, and meters have been winterized.

Architectural Requests- #114, R. Hamelers, for fence: Denied for non-conformance with height requirements.

Legal – None

New Business – Jeanne presented the Board with a proposed Operating Budget for the year 2011. The Budget includes an increase of the Association fee to $133.00 monthly due to low interest income and projected expense increases. The Board approved the Budget on a motion made by Steve and seconded by Roldan.

BUSINESS OF THE BOARD OF DIRECTORS

Treasurer’s Report – Jeanne reported that all monthly expenses remained within targets. She further stated that although the snow removal expense for the current year was unusually high, she remains optimistic that the budget will remain in balance.

Action Items- Snow-removal: Mr. David Grenyer of GoreCon Inc. attended the meeting to answer questions and concerns from the Board about the upcoming snow removal season. The Board asked for clarifications on how charges were determined, along with other concerns. Following his presentation, the Board awarded the snow removal contract to GoreCon on a motion by Jeanne and seconded by Cheryl.

Baby Pool maintenance: The Board approved a motion made by Jeanne and seconded by Frank, to allow Sparkling pools to conduct pressure testing on the baby pool and to report their findings. The Board also asked Jeanne to compile a list of any possible pool maintenance problems that could occur in the future.

Old Business- Helm: Barbara reported receiving the new access gate cards from Helm Fencing.

Seal-coating: Barbara reported that the schedule for the pavement seal-coating was complete. The Board asked her to report the schedule to the Transportation Services department of the Souderton Area School District.

Architectural Requests- Doug clarified the Franconia Township Building codes that apply to fences. The codes indicate that fences that are placed along the side property line can be 6 feet high for a length not over half of the distance to the setback line or 4 feet high for the distance to the setback line.

#114, M. Powell and R. Hamelers: for side fence: Denied due to non-compliance with Township codes.

Legal – Doug reported that easement agreements were forwarded to the Franconia Township Authority to allow them to complete upgrades to the existing sewer system. Jeanne asked that a letter be sent to a non-resident violating the Township dog-walking code on the community’s common ground. She also suggested that a copy of the letter be sent to the Franconia Police department.

New Business – Barbara reported learning of a concrete grinding process that could serve as an alternative to mud-jacking any uneven sidewalks. The Board directed Barbara to continue researching this process. Barbara reported that the trash hauling contract with Waste Management was expiring. Bids were received with the low bidder being Allied-Republic Waste Co. The Board approved the contract with Allied on a motion by Cheryl and seconded by Jeanne. Cheryl requested that a letter be sent to a homeowner concerning a truck parked illegally. Cheryl also asked if the basketball backboard was installed. Barbara reported that it was ordered and should arrive before the next meeting. Cheryl also reported that she had spoken to Helm Fencing and they said that they would repair the concrete base of the lift gate after seal-coating was completed. Cheryl also reported the locations of potholes and street signs that needed repairing, and reminded Barbara that the batteries in the lift gate needed maintenance.

Treasurer’s Report – Jeanne reported that expenses were within budgeted targets, noting that excluding the large expense for snow removal, Year to date expenses for July 2009 and July 2010 were very close.

Action Items- Contracts: Steve signed contracts for concrete replacement and pavement sealcoating.

Old Business- Helm fencing: Barbara reported that access cards had been received, but they need to be programmed.

Sealcoating and line striping: Barbara reported that she was consulting with David DiPalantino about the schedule for the sealcoating and line striping project. She also reported that it was possible for DiPalantino Contractors to paint the speed bumps in addition to the line striping. When the schedule is set, a letter will be sent to residents.

Basketball backboard: the Board gave approval to Joe Snyder to purchase and install the basketball backboard.

Pool update: The Board approved a proposal from Sparkling Pools for testing the baby pool structure and plumbing for the source of a leak. Doug reported a clarification on the handling of the pool backwash. Franconia officials confirmed that the backwash must be pumped into the sewer lines. Franconia would grant permission to use the sewer lines, and Telford Borough would levy a fee to hook up to the waste water treatment plant. Doug also learned that the Franconia Sewer Authority would be replacing sewer lines throughout the development. Jeanne reported that an alternative exists that would eliminate the need for a backwash system. The type of system would be determined after the baby pool testing was finished and other maintenance issues documented.

Legal – Doug reported that Transportation Services has been contacted for the revised school bus route through the community.

New Business – Mudjacking project: Cheryl suggested that any mud jacking of concrete blocks after the sealcoating project was completed. The Board directed Barbara to obtain bids. Cheryl also reported that R. Scheeler, #39, asked that a large pine tree near his house needed to be trimmed. Barbara added it to the tree maintenance list.

BUSINESS OF THE BOARD OF DIRECTORS

Treasurer’s Report – Jeanne reported that monthly expenses were in normal ranges and that budget items remained within targeted ranges.

Action Items- Seal Coating: In order to add years to the existing road surface, the Board decided to apply seal coating to the paving throughout the development. The Board awarded the contract to DiPalantino Contractors on a motion made by Roldan and seconded by Cheryl.

Baby Pool leak: The Board determined that any repairs needed to the baby pool should be performed simultaneously with the installation of a backwash removal system. These repairs should be completed before the 2011 season. Doug will contact the Franconia Sewer authority about any regulations regarding connecting to their system.

Concrete Replacement: The Board awarded a contract to repair and replace concrete throughout the development to Worthington Concrete on a motion by Frank and seconded by Jeanne.

Old Business- Helm Fencing: Barbara reported that she had received new replacement access cards. She also stated that she would again request that Helm repair or pay for repairs to the damaged concrete lift gate base. Barbara also reported that GoreCon had paid for damages to the edging at the playground.

Legal – None

New Business – The Board began the process of soliciting bids for the snow removal contract and directed Barbara to request bids from contractors. Cheryl reported that the basketball backboard needed to be replaced. Barbara reported that she received some estimates on the cost of various types of backboards that the Board could study.

Treasurer’s Report – Jeanne reported that income was down when compared to previous months due to the continuing economic downturn. She also reported that the overall financial health of the IVMCA was good and expenses were normal.

Action Items- Pool stenciling: stenciling pool water depths on the pool deck has been completed.

Old Business- Helm Fencing: Helm Fencing subcontracted the repair of the speed bumps to Gore-Con. Painting has not been completed. Jeanne reported that $1200.00 was available in the budget for painting the speed bumps if it is needed.
Concrete Pad and Concrete Replacement: Barbara reported that after inspecting the damage to the access gate concrete, Worthington Concrete believed that they could resurface the pad. Barbara also reported receiving a bid from Worthington Concrete for concrete replacement throughout the development.
Pavement sealing and pothole repair: The Board examined bids received for pavement sealing and pothole repair from Spinieo Inc., Gore-Con, and DiPalantino Contractors Inc. The Board awarded the contract to DiPalantino Contractors.
Pool backwash repair: The Board directed Barbara to solicit bids to repair the pool backwash in order to bring the pool into compliance with state law.

Architectural Requests- for landscaping: Approved.
for construction of a screened in porch: Denied pending resubmission of plans with proper dimensions.

Legal – Doug presented the minutes for the annual meeting to the Secretary for signature. An ACC violation hearing for a homeowner has been scheduled for July 14, 2010, at 7:00PM at the offices of Buschman & Johnson, Souderton, PA.

New Business – Barbara reported that a resident has asked for approval of the installation of a window air conditioning unit. The Board ruled that this in violation of ACC regulations. The Board directed Barbara to contact the residents about this regulation.

Action Items- Pool Stenciling: In a response to a proposal from Sparkling Pools to stencil water depths on or near the pool, Jeanne stated that the responsibility for stenciling the pool should remain with Sparkling Pools since their action of power-washing the pool removed the original stenciling. Barbara replied that she would raise the issue with Sparkling Pools management.

Old Business- Speed Bumps: Barbara reported that Helm Fencing had made repairs to the speed bumps that were damaged during snow plowing. Painting the speed bumps was still to be completed.

New Business – Cheryl requested that more parking stops be installed near the playground equipment. The funds for the stops will come from the road repair budget. Barbara reported difficulty receiving bids for asphalt crack resealing. Jeanne asked if anything could be done about drivers speeding on Regent Rd. Doug replied that he would discuss the matter with the Chief of the Franconia Township Police.

BUSINESS OF THE BOARD OF DIRECTORS

Treasurer’s Report – Jeanne reported that the March expenditures were in the normal target ranges. She noted a charge from Waste Management due to their inability to reach the dumpster area during the snowstorms of the past winter. Jeanne also noted that although the snow removal budget was adversely affected because of the unusually large snowstorms, there was no need for a special assessment. She concluded that all other expenses were in line, but urged caution for the remainder of the year.

Action Items- GoreCon recommended that the area around the new concrete pad at the dumpster area be graded, leveled and seeded. The Board decided not to proceed at this time. It was also noted that the bollards needed to be painted in a highly visible “safety” color. Barbara replied that she would contact Joe Snyder to paint them as soon as possible.

Old Business- Concrete Pad: Worthington concrete completed the construction of the 8” reinforced concrete trash dumpster pad and installed the safety bollards.
Helm Fencing: Barbara informed the Board that management had told Helm Fencing that they were responsible for repairs to the speed bumps damaged during snow plowing. She also reported that the charge from Waste Management for the failed trash pick-up would be deducted from Helm’s final snow plowing invoice.
Annual Meeting: Barbara reported that the first notice of the Annual Meeting set for May 26, 2010 at the Franconia Township building had been mailed to all homeowners along with a pool registration form.

Architectural Requests for removal and replacement of landscaping ties. Approved.
to remove shrubs and plant ground cover plants such as Ivy. Denied. The homeowner was asked to resubmit with a different type of ground cover. The homeowner also asked permission to remove the rear fencing and replace it with a temporary structure. Denied.

New Business – Road repairs: the Board discussed soliciting bids for road repairs and sealing. Barbara reported receiving a bid from GoreCon and would continue soliciting bids from other contractors. Cheryl reported that a light needed replacing on the sign at the Cowpath Rd. entrance, and that the basketball backboard needed repairing. Barbara replied that Joe Snyder would be informed. Cheryl also reported that landscaping repairs would be need where a tree had been uprooted. Roldan reported that there were some uneven sidewalks on Hopewell Rd.

BUSINESS OF THE BOARD OF DIRECTORS

Treasurer’s Report – Jeanne reported that although the major snowstorms were a large expense, overall the Association’s financial health is sound. Jeanne also reported that the North Penn Water Authority had begun to collect a fee of $69.00 per fire hydrant. She also attributed a larger office expense charge to the distribution of new membership fee coupon books. Jeanne also reported that the IVMCA Federal taxes had a credit from the previous year, and that this year the association owed no federal taxes. Jeanne then recommended that excess operating funds from 2009 be transferred to the Capital Reserve fund. Cheryl introduced a motion, seconded by Roldan, to transfer the $25882.00 excess from the 2009 Operating Fund to the Capital Reserve fund. The motion passed unanimously.

Action Items- Lorraine Heil, CPA has completed the financial audit for the fiscal year ending December 31, 2010. Management reviewed and approved the draft statement and recommended that the Board sign the Representation Letter so that the Statement could be issued in final form.

Old Business- Concrete pad for trash area: Barbara reported that bids had been received for construction of a concrete holding area for trash containers. She also reported that Worthington Concrete does not have worker’s compensation insurance. Worthington Concrete asked for more time to research and purchase insurance in order to qualify for the bidding process.
Sparkling Pools: Barbara announced that Sparkling Pools has established a new regional office in order to provide better service to their clients.

Architectural Requests- for new siding. Approved.

Legal – Doug reported that Franconia Township had requested a meeting concerning action that the Board could take concerning the playing of recorded music as part of a Christmas display.

New Business – The Board approved a $100.00 contribution to the Telford Volunteer Fire Department. Planning for the Spring ACC violation inspections has begun with tentative schedule of late April. Cheryl reported, and other Board members confirmed, that the concrete base of the trash area lift gate is crumbling. Barbara said she would speak with Helm about the concrete. The Board asked that a warning letter be sent to a homeowner about improper trash dumping. Jeanne asked Barbara to schedule Joe Snyder to check the electrical outlets at the pool.

Landscape Maintenance contract: Steve signed the contract awarded to Gore-con Inc. for landscaping services.
Philadelphia Inquirer: Management contacted the Philadelphia Inquirer to request that their carrier stop discarding remnant tear-off holders throughout the community.

New Business – Barbara reported that a preliminary estimate for building a concrete area for the trash receptacles was approximately $18, 000. Cheryl asked about an abandoned car ; Barbara replied that if it did not have current registration or inspection, it would be towed. Cheryl asked Barbara to contact homeowners about their failure to shovel the snow from their sidewalk during the last snowstorm.
